[cisco-voip] Trasfer to VM

If I remember right, it will only complete the transfer if the user
presses the transfer softkey OR goes on-hook (hangs up).

If I enable on-hook transfer, does it still allow the user to hit
transfer instead of hang-up?  This would be nice to enable, but don't
want to confuse people.
