[cisco-voip] IPCC Troubleshooting advice

try looking at the voice gateway to see if the call is even making it in the
call manager...They might be getting the busy before it even reaches the IVR
server....Also dial the trigger locally while it is inaccessable through the
800 number....that will help narrow it down as well....
