[cisco-voip] Group Pickup not picking up

I've got a pickup group called "999" on the reception main number so 
that they can pickup the main number when they're in a conference room. 
  They press GPickup, hear two beeps, dial 999, and then just continue 
getting dialtone rather than the incoming call ringing on that phone. 
I've also got a reception overflow on "111" that triggers an external 
ringer on an FXS port.  I can see the ringer is ringing when I do a "sh 
voice port summ", but GPickup 111 does the same thing - dialtone.

Which services are involved in GPickup functions?  I don't want to 
reboot Call Manager if I don't have to because it will impact more than 
just that one site.
