[cisco-voip] IPCC Express and IVR Port Licensing

Hi everyone,
this might be a strange question but:
is there any kind of check/limit in ipcc-express regarding the agent to
ivr-port ratio?
Consider the following scenario:
A customer wants to deploy a scenario, where quite a lot more ivr ports
than agents are required. The Application he wrote uses only the
functionality of ipcc-x standard (so no database dips etc.), therefore
the priceing of a ipcc-x standard agent license is more favourable than
buying a ivr port license. Especially because he considers adding more
agents in the future. The reason I am asking is the passage from a faq
(http://www.cisco.com/en/US/partner/products/sw/custcosw/ps1846/products
_promotion0900aecd8029cff2.html):
When using only the auto-attendant (e.g. as a standalone auto attendant
with no contact center agents being used) provided by Cisco IPCC Express
Edition the following entitlement limitations apply:
* This is an exception to the usual Cisco IPCC Express Edition software
licensing that prohibits the use of IPCC Express Edition for
auto-attendant or self-service ONLY deployments (i.e. non-contact center
deployments). Such deployments require the purchase of Cisco IP IVR.
This exception is valid only for this limited time, special promotional
bundle offer.
So would I be allowed (from a licensing stand point) to use unused
ipcc-x licenses as kind of "queue ports" (if it's indeed a mixed
deployment with some agents)?
