[cisco-voip] Call Restriction issue during WAN outage

I have problem to restrict some users from dialing IDD during WAN
outage. My dial-patterns are:
9.001!, Partition = idd, RouteList = HQ-GW, predot
5XXX, Partition = internal, CSS = ld, RouteList = toll (routed to GK
and then local gateway for backup)
Phone A is in internal partition and CSS = hq-all (partitions:
internal, local, ld, idd)
Phone B is in internal partition and CSS = hq-local (partitions:
internal, local)
Translation rule: 1#.XXXX in hq-all partition, CSS = hq-all, Called
party discard digit = predot, Prefix digit = 90016221565
When my WAN link is up, I can dial 5XXX from any phone without
problem. When my WAN link is down, dialing 5XXX will be routed through
local gateway as IDD (international) call. When the WAN outage
happened, all my users with either hq-all or hq-local CSS were still
able to reach 5XXX. By right phone B should fail to call 5XXX during
WAN outage due to CSS restriction. Can I block Phone B from dialing
that number only when my WAN link is down? My gatekeeper in in HQ site
(local to CallManager servers). Plz help. thanks
