You can use the 'free' IPCCx version to setup a quick recording saying that voicemail is down, perhaps use the aa.aef script to allow them to enter extensions if you use Unity for AA.
Remember that in 4.1(3) (and probably a little earlier) you use hunt groups, et al. for voice ports, so it's in the hunt pilot configuration that you would configure this.

I just ran into this myself and got an answer from TAC.
On your last Voicemail Port, configure the forward NoAn/Busy/? to the extension that you want to be called in the event that Unity is down.

I got a question.
What is th ebest way to do the following?
When Unity crashes and all phones are forwarded to voicemail.
The caller gets a disconnect after the call is answered with no answer or busy.
Do I configured the voicemail ports for transferring to a directory number?
