Because the access-code is building your dial peers (correctly) for you.
 
You can use one or the other; access-codes or building your own
dial-peers.
 
Your pots peer needs to be controlled by mgcp.

hi, 

during CCM fallback , phones register srst gateway but i can not make
outboundcall  from PRI line but when i use access-code fxo everything is
ok, i can call PSTN 
note:my pri line works when CCM works.
part of the config is below.it's mgcp gateway.
