[cisco-voip] No dial tone issue

Interesting find. We tried a 7912 phone and the same thing happened. I still
have not gotten someone there to reset the password but it almost seems like
it's something with the user. Should I blow it out and recreate it.

Is this CME?

If so then you may be hitting this:
CSCsc06635 - CME No dialtone when two buttons and a speed dial in 
configure in a 7940

<B>Symptom:</B>

When configure two buttons, and one speed-dial on a 7940 phone 
connected to a CME router, the 7940 doesn't provide dial tone when the 
hand set is pick up or the speaker button is press.

<B>Conditions:</B>

No dial-tone is heard when the speader phone or the hand set is pick up 
on a 7940.

<B>Workaround:</B>

Remove the speed-dial from the ephone configuration in CME.
