[cisco-voip] IPCCx silent monitoring

We use Dell PC's and havent had any trouble yet. Jinx :)

The portion discussing requirements for the built-in silent monitoring is in
the "Before you Install CAD" section strangely enough, rather than in the
VOIP Monitoring Service in the Appendix.. kinda confusing I almost didnt
find it again.
