[cisco-voip] Changing CSS programatically?

I am trying to work with a motel operator to build a small solution
for providing call accounting and control features. We are going to
write a custom web application that queries the CDR to do the
accounting part, but I'm not sure how to go about changing the CSS (in
a dummy proof way that a front desk operator can handle) so that the
phone can be set to internal only, local or long distance access. Any
ideas or suggestions?
