The SN come from the phone itself and not CCM. Here is a link to a vendor that has a tool for what you are trying to accomplish.

TAC tracks all products by serial number, but CCM tracks phones by MAC (in
the form SEP<MAC> device name), and never, it seems, the twain shall meet.
Does anyone have a way of locating a phone by serial number, other than
manually maintaining a SN/MAC translation table somewhere? Is the SN stored
in the Publisher SQL database somewhere?
