[cisco-voip] Updating the E911 database

We had to get PS-ALI service through verizon for this. The folks at the PSAP
really didnt know what we even wanted, so we had to go with what Verizon
told us. We're not paying that much for it though, I think its $10/month per
block of 100 records, with a minimum number of blocks that we have to
purchase. Verizon is our local carrier though.
