[cisco-voip] Updating the E911 database

Time Warner Telecom maps DIDs to floors/street addresses at no cost to me. They have a limited footprint. http://www.twtelecom.com

In theSoutheast BellSouth sells PinPoint for mapping DIDs to floors/street addresses. 

For the PS-ALI electronic interface Bellsouth charges US$2k setup plus monthly re-occuring charge of about $200. Once customers find out about the costs and the lack of legislation (except in Cook County (Chicago, IL) they drop the PS-ALI and just have CER send a phone or smtp alert. (Which you could do with in another method for a lot less money!).

We had to get PS-ALI service through verizon for this. The folks at the PSAP really didnt know what we even wanted, so we had to go with what Verizon told us. We're not paying that much for it though, I think its $10/month per block of 100 records, with a minimum number of blocks that we have to purchase. Verizon is our local carrier though.

ATT is going to be our LD and Local provider (last mile is probably
Verizon).  We use Cisco Emergency Responder.  In Illinois, you used to 
be able to tell Ameritech "These DIDs are on floor X, and these are on
floor Y", configure the ELINs in CER to route to those particular DIDs
and you were good.

In NY, ATT says they don't do that, and that you have to contact a 3rd 
party to get the information updated in the PSAP database.

Since I'm going to use two DIDs per floor, that means that I need four
all together.  Two of them should already show that they're on floor X - 
I need to get the remaining two to show that they're on floor Y.

ATT sent a Word doc that had 911 ETC, Redsky and OM2 Technology as SLI
(Station-level Identification) vendors.  Since I've already got CER, are 
there any vendors that will just update the two numbers and call it a
day?  The one response that I've got back is something like $3K, and
then another $312 monthly, which seems pretty steep for something that's 
not going to change.  They all seem to be geared around doing
moves-adds-changes and updating the PSAP, which isn't required with CER.

Does anyone have any other vendors that do these database updates?  Am I 
doing this the hard way if there's a much cheaper / easier way to do this?
