[cisco-voip] IPCC Error

I've been having the same issue.  The partial service has to do because all of the services are not started.  What ver of CCM are you running?  sr3b has CTI issues.  Need to upgrade to sr4d ... was the solution for me.  I am not entirely sure of the solution.  let me know if you find out anything on that.

FCCS260 Caught Exception <COMM_FAILURE> sending message to application <Supervisor_36538>, logout application. 
 
At first glance I'm looking for some sort of network problem out to the agents/supervisors... but my JTAPI is in partial service also, so i've wondering if its something else.
