Basically if it's not in the users EXCHANGE INBOX it won't be accessable via
the phone.

your are correct with your POP downloads it off the server (unless you set
it to leave a copy, which would mean the user would have to delete it in
both places)  Same is true with forwarding.  if it does not leave a copy
it's "gone" as far as the phone is concerened.

Think of anything that would move the Voice mail message out of the EXCHANGE
INBOX and that is your answer.
