[cisco-voip] secondary dial tone problems

We've also had this very odd problem with no real
understanding of why it occurs. It creates great
confusion with users and they assume the phone isn't
working. I have yet to hear a clear explanation of why
this occurs. Our users would experience secondary
dialtone after about seven digits.
