I have seen something like this with the TNP Phones on CME. You need to
set the time-zone under telephony-server AND have the type set for the
phone, e.g.:
Ephone 1
Type 7961
Etc...
Then do a create cnf under telephony-service and reset the phone. If CME
does not know the type of the phone from the config, it will not
generate the appropriate lines in the config file, and the phone will
not know it's timezone.
