[cisco-voip] operator phone line number

hi
2851 ccme.  operator phone is 7961 
i know 7961 has 6 buttons  2 for line and 4 for speed dial
i configured the ephone as dual-line.  but phone can answer only 2 calls at the same time. is it possible to increase this number.
because when 2 calls come to the operator phone, and if one of them should be transferred to another extension then operator can not do it. because operator's both of the 2 lines are busy.
