[at least in my case]
Disable all MoH servers by changing their run state to
"No" and then modify
Service -> Service Parameters -> Cisco CallManager ->
Send H.225 User Message parameter from its default to
H.225 Info for Call Progress Tone.
This was difficult to fix as disabling MoH would give
us dead air without this service parameter
modification. If any of you are pulling your hair out
over this, try to modify this parameter and you should
be good to go assuming you're using an H.323 environment.
