[cisco-voip] Cannot add phone to CCM 5.1(1)

No, it has nothing to do with the phone security profile.

You need to check your license count... go to System - Licenses - License
Count and see how many licenses you have.

In all likelihood, when you used DMA to migrate data, you got exactly as
many licenses as you had currently configured phones.

Now, you tried to add a new phone and it said no, because your licenses are
exhausted. Use the license calculator and see how many you need, based on
type of phone.

If you recently purchased phones, call Cisco and ask where the licenses are
(they should come with licenses).

Failing that, I would go through and delete any phones that are no longer in
the system, this will free up licenses...
