This is the patch you can install if you don't have time to upgrade  
the OS or you have a server that isn't supported on anything later  
than 2000.2.7 (ie an ICS7750).

correctly all the regular patch for windows is, is a registry change.  
Besides this time change that registry entry probably hasn't been  
changed since windows 95 in the US at least so in theory it shouldn't  
affect or be affected by any subsequent non related updated

Maybe it is a standalone DST patch that covers multiple OS
