Apparently modem calls have medium complexity so I would assume this to work
keeping in mind the info from this link:

Hmm, is my assumption (PSTN termination = modem = medium complexity) wrong?

I'm not terminating voice calls data only (hence I wondered whether I was
posting to the wrong list :). ISDN and PSTN where afaik PSTN is modem which
requires codecs.

On the 2600XM yes, the ISR's have Codec slots built in.
