Apparently modem calls have medium complexity so I would assume this to
work

I'm not terminating voice calls data only (hence I wondered whether I
was
posting to the wrong list :). ISDN and PSTN where afaik PSTN is modem
which
requires codecs.

On the 2600XM yes, the ISR's have Codec slots built in.
