You mean 'Unknown'... that is probable....

To be honest, I would suspect they would not carry the licenses over for
phones that are in an unknown state... but unregistered doesn't make
sense... what if a phone is at a remote site and the wan is down while you
are doing the upgrade, do you just get hosed?
