Doesn't seem to be working in my case; the Unity voice ports belong to a 
  Unity device pool; that device pool has a "MOH Test MRGL" and the 
Network Hold and User hold sources are the same.  If I configure 7970's 
with this MRGL, then they hear the MOH when we do tests, but I still 
don't get anything when Unity does the supervised call transfer outbound.

I've opened a TAC case, but if anyone has any ideas...
