[cisco-voip] MLPP and 911 calls

I'm looking to configure MLPP for 911 calls on our network. I've read through the documentation, but am a little confused as to when indication/preemption need to be enabled. I'm pretty sure that I don't need preemption enabled since I won't be preempting calls to IP phones, but not sure if I need indication enabled if I am going to be placing calls that will be preempted on a gateway.

Here's what I was thinking I have to do:
  a.. leave enterprise parameter MLPP domain as 0
  b.. leave enterprise parameter MLPP Indication Status = MLPP Indication turned off.
  c.. leave enterprise parameter MLPP Preemption Setting  = No preemption allowed.
  d.. configure 911 route pattern as executive override
  e.. configure trunks with MLPP Preemption Forceful
Will the call about to be pre-empted hear anything?

Any comments would be helpful.
