We have plenty of bandwidth so use G711 locally and across the WAN,
however when I downgraded the phone to 8-0-4SR3AS it worked fine out of
the local gateway. This branch is using a 2651XM gateway with 12.4 11T,
however all our other sites use 1760 gateways with 12.4 11T and they are
fine.

Have you thought about codecs? Is the new 7970 firmware attempting to
use G.722 but the gateway isn't supporting it perhaps? Since your calls
work out your remote gateway, I'm assuming that you are using G.729
across the WAN... try looking into the within region default codec.

I have a very strange issue with one of our remote sites, I have
upgraded some phones to SCCP70.8-2-1S and now they are unable to dial
out through there local H323 gateway, the number will ring twice and
then the call cuts out and it says Busy on the phone, any phones that
have not been upgraded can still dial out fine.
Now if I change the order of the Gateways in the Route group so that
they dial out of the back up gateway at our main site all phones can
dial out fine, I have also upgraded a number of other remote sites with
the same firmware and they are also fine.
Can anyone advise what might cause this issue, as I can't understand why
this would happen especially just at one site.
