[cisco-voip] H323 Gateway and 0X3A Bearer Capability Not Available

I have a CCM 4.3(1) with 2821 VGW 12.4(11)T1 running in H323 mode.
 
Testing:
 
Using LAN Line
I can call into VGW and receive ring tone on call setup/proceed.
 
Using 7961 8.2(2)sr1
I can call out but certain numbers I call do not connect and get, and also do not get ring indicator
call_progress: DEV_CONNECTED VOICE ERROR: Bearer capability not available(0x3A): b channel 2 call id 0x50D
 
IP Communicator 2.1(1)
Can call anywhere and receive ring indicator as well as get connected to calls that I cannot through regular hard phones.
 
I have added the progress_ind setup/connect/progress commands under the pots dial-peers to correct the ring back issue but to no avail.
 
I do not have Display IE checked and I am not running fast-start for inbound nor outbound.
 
DSP's are in flex mode and the firmware is 9.2.2 I do believe.
 
 
Very weird stuff when I can call everywhere with IPC but not a hard phone and the funny thing is that sometimes I can call it.
