Did this happen to you on 3560 switches? I just had a batch of 7940 phones
that this just happened to me also.
You are correct, the only work around is to register the phone the first
time on the voice vlan. After it registers for the first time it can be
moved to a port that has switchport access vlan XX / switchport voice vlan
XX

Do you have a bug id? I haven't seen this behavior with 7940s/7941, doesn't
mean there isn't a problem, jI ust haven't seen this behavior.

Anyone know why cisco phones still ship with a MFG phoneload that
can't DHCP on the voice VLAN correctly? The fix is to configure the
switchport in the voice vlan for data until it gets a firmware update.
This issue has been around awhile.
