[cisco-voip] Voice Mail Pilot CSS and MWI

Hmm. Well, since setting the VM Pilot CSS to be a CSS without the Time
Of Day partition in it, all seems fine for MWI for this setup. The CCM
traces no longer show the other partitions in the pss. The MWI On/Off
DN CSS was set properly already before also.
