[cisco-voip] Cisco phones shipping with badmanufacturingloadthatcan't DHCP right

I ran into this problem this week with a new bunch of phones out of the box. 
I never compared the firmware between the ones that initially worked with 
the ones that didn't but rather than opening a case and not getting any 
help, I just went the way of configuring a voice vlan directly. Once 
upgraded, they continued to work. With 7911s a factory reset helped, but it 
didn't with the 7940/60.
