[cisco-voip] can't call phone

OK..... I'm banging my head repeatedly on this.  CM 4.1.3sr5d

phone (A) is in partition SSS

other phone (B) has a CSS of EFS which has partitions 911, EFS,EFP,and SSS.

when phone B calls phone A I get a fast busy.  When I move partition
SSS above EFS the call goes through.  duh.... CSS issue.

I have been through the CSS / Partition / the route plan report / etc.
and can not see anything.  DNA shows it should work.

What am I missing?  I almost think it must be a DB issue
