[cisco-voip] RV: layer 2 varies between TEI_ASSIGNED and AWAITINGESTABLISHEMENT

Including cisco-voip list since Ralil is having issues sending.
The first that jumps out at me is the linecode violations. Have you
tried changing this setting (it is not defined in your config below)
to see if you can clear those up?

Hello dears:
My problem is that. I can´t connect E1 (direct from pbx) to router
cisco 2801 with IOS Version 12.4(3g).
The layer 1 is ACTIVE STATE but the layer 2 change between
TEI_ASSIGNED and AWAITING ESTABLISHEMENT.
I test with different encapsulations (ppp, hdlc) and different
signalling (qsig, net5), in other router with identical hardware,
configuration and IOS connect without problems and automatically (The
PBX or cable is not the problem)
Nothing change if reload the router, reinit interface serial0/2/0:15
or e1, clear counter, etc.
When I debug q921 on I don't receive Rx, only TX out from cisco 2801.
How know if the card VWIC in the router is the true problem?
