[cisco-voip] RV: layer 2 varies between TEI_ASSIGNED and AWAITINGESTABLISHEMENT

i had the similar issue somewhat closer to what you are saying. Initially
PBX integration is tested with 3845 router, but when tested with 2811 router
the problem of LCV and PCV came up, resulting in E1 link up and down. then
what i did was to put the E1 controller in NM-hd2ve module rather than
directly in HWIC solved the problem for me. however it sounds quite amazing
but it happenend andd with same IOS version you are having.
