No you don't. You can use the MGCP created dila-peers and have others
also. The H323 commands in them just won't be used until it is in H323
mode (MGCP Fallback). The service/application mgcpapp command on the
dialpeer tells the router if that is a MGCP peer or not. If the
gateway is all MGCP and just H323 for fallback then I put
service/application mgcpapp command on each dial-peer with a analog or
T1-CAS port under it to be on the safe side. This way the order of the
dial peers shouldn't bite you when something in IOS pokes it's ugly
head up. Or an inbound call for some reason hits a unexpected dial
peer that isn't set for MGCP app.

Also, you don't need service/application mgcpapp on dial-peers with
PRI ports under them since the PRI is fully backhauled and controlled
by CCM. Back in early 12.3/12.3T days cisco docs said you needed this,
then there was a bug and they changed their way on this.

YMMV, MGC ra P (Thanks Jason) has become better in 12.4/12.4T it seems
but I am still seeing people getting bit by it for no apparent reason
out of the blue.
