[cisco-voip] User Facing Features in 6.1(2)?

The db changes that allowed subscribers to do local db updates for  
user-facing features went into 6.0 actually.

publisher is down and to stick with RTMT/CCM Reports/CLI to check

I didn’t find this info in the 6.1.2 release notes, did I overlook  
it?  What else works in 6.1.2 that didn’t use to work when publisher  
was down?
