quote ends. Well, the book is a bit old :)

Anyway, if you know that you should have  a full PRI, contact your 
telco. If not, there's a  service parameter in  CallManager, that can 
help you busy-out certain B channels, so those wouldn't be used. This is 
what I've found in a quick search:

Incoming calls work because a) your teloc knows what they provide :) b) 
they are probably sending in the calls bottom-up anyway (starting from 
channel 1) I presume.
