[cisco-voip] Unity Full Mailbox behavior

I believe that the call gets sent to that subscriber's error greeting.
The default action for that greeting is to send the caller to opening
greeting. To see (and edit) the error greeting, you'll need to enable
the option to expose it in the advanced settings tool.
