[cisco-voip] IPCC Express Upgrade License

I had to fight a bit, but yes, they issued me a new full IPCC5
license... you may need to go to a licensing engineer, most of the
licensing people don't know anything about the products themselves...
(Neena Plant did but she isn't in the licensing group any more...)
