[cisco-voip] SRST system message and user-locale

Hi, all.

I've configured a customized system message for my SRST router. It is 
shown propertly while I have the user-locale set to US, but when I 
change it to ES the system message is not shown anymore, a default 
message (in Spanish ofc.) is shown instead. Any idea?
The router is running the c2801-adventerprisek9-mz.124-19 IOS.
