[cisco-voip] Are RTMT alerts only generated from the Call Manager Publisher CM 6.x

Running CM 6.0
Our publisher's LAN connection was down for a day due to a misplaced Size 10 shoe behind the rack, during this time I noticed that we didn't receive any RTMT alerts when a gateway lost a PRI circuit for a short while.
(we normally would have received the RTMT alerts via email.  It had worked in the past)

Is the RTMT functionality only provided on the publisher server ?
doesn't this seem like a shortcoming in the product ?
