[cisco-voip] Answer: Subsquent node

This issue stemmed from a publisher which had DNS suffix configured but 
subscribers did not have DNS suffix configured.  I believe resolution 
was to just add 2 aliases in hosts for each server. one for just 
hostname and one for FQDN based on publisher dns suffix.
