[cisco-voip] Unblocking Call Blocking

Well we use *67 here at a Police Station to block outgoing Caller ID, so
people don't know it's the Police Station calling.
Yesterday, they called a number that does not accept Private Calls.  Usually
you would press *82 to enable the Caller ID to go out.
But the CCM responded with "Your call cannot be completed as dialed".

The Route pattern in CCM looks thusly:

9.*67[2-9]XXXXXX

I need to leave that route pattern intact, but I also need them to
selectively enable Caller ID to go out.  Is this doable??
