[cisco-voip] Shared Lines and Voicemail mixup

Under Call Manager Service Pararmeters, there is a setting to always
use Prime Line for Voicemail. Set it to true and the first line on the
phone will be used to go to voicemail when they press the messages key
(unless they go offhook with another line before pressing messages
key).
