[cisco-voip] CER 2.x disaster recovery

Check and see if you can get a 2.0.3 DVD through the PUT. I had to do that
with the 1.3 version of CER.. we had installed 1.2 and didnt have any
1.3DVD's. Luckily I discovered this just testing out stuff :)
