[cisco-voip] Error Updating Locale on IP Communicator

Forgot to mention, deployed CIPCs are version 2.0.1, but I've tested  
with 2.1.4 (on a non-locked workstation, as Administartor, so there  
were no access rights problems) and the problem is still there, as  
described below.
