[cisco-voip] Remote CCM Subscriber upgrade from version 4 to 6 failed

Take a packet capture during hte install and observe traffic on UDP
8500. I bet it's not getting through the network. The packets are very
large UDP and may be IP fragmented. Many firewalls disapprove (drop) IP
fragmented large UDP.
