[cisco-voip] Subscriber install fail

Thanks Wes, I did manage to build it using SFTP and the file had been
renamed as the only copy I could get hold of that ES had already been
renamed. I then renamed itr back to the correct name.  I was not able to
find this any longer on CCO so could not download a fresh copy.
