Requested Facility Not Subscribed.

This cause indicates that the user has requested a supplementary service
which is implemented by the equipment which generated this cause, but
the user is not authorized to use.

I have an IP Communicator that is setup in the same location, device
pool, and CSS as a 7911 onsite. I have a single PRI thru a 2801 voice
router. The line on my IPC is shared with the line on the 7911. External
mask is also duplicated.

Everything that can be the exact same is.

My IPC can call everything I'd want to, but the local 7911 phone cannot.
(local phone gets a reorder tone) Q931 shows the Engineer is dialing it
correctly (its hitting the right dial peer)

I get the ISDN error code when he dials the call, but not when I dial
the call.

G.722 is turned off in the enterprise parameters and in the region
settings.

Any ideas?
