[cisco-voip] CCM 6.1.2 MoH works between IP Phones but not tocallers coming in from PSTN/PRI

CallManager 6.1.2.1000.13

 

If I call phone-to-phone I hear MoH, but if I call in from PSTN I get
tone on hold.

 

All phones have a Common Device Configure with MRGL assigned.

 

The H323 Gateway has a MRGL and Location assigned, reset the H323
gateway.

 

I'm stumped.
